It looks rather as if you've got two different problems here:

> /home/rachelw/.snmp/snmp.local.conf: Not a directory
                [etc]

You've probably got a *file* called '.snmp' in your home directory.
The Net-SNMP suite is expecting this to be a directory (or not to
exist at all), and is getting rather confused.


> Timeout: No Response from test.net-snmp.org.

The most likely cause of that message is that the test agent
wasn't running at the time that you tried to query it.
It's not really something that most of the core developers
use much, so we probably don't tend to notice if it falls over.
