You probably need to set up the SNMP version and admin information. I suspect this code is trying to send an SNMPv3 inform, without having the necessary user information. Try checking the result of the 'snmp_open' call - is the 'ss' pointer valid? Or as Wes suggests, just use the agent trap-generation APIs that we provide.
