Those last couple of lines weren't in your earlier report. That would certainly trigger re-running config.status. But I'd expect to see more lines of output there. There's no mention of 'local', 'testing', 'man' or 'mibs' Makefiles, nor of net-snmp-config or net-snmp-config.h (which *were* included in your earlier report).
