In which case, I'd suggest that you contact Fedora about this problem. One thing to try first: What does snmpd -f -Le -C display? Does that crash or not? If it does, then talk to the Fedora people. If it *doesn't* crash (but gives you a message about "no access control"), then the problem would seem to lie elsewhere.
