snmptrapd is the application that we provide to handle incoming traps,
and snmptrapd.conf is the file used to configure this behaviour, yes.

How have you installed the Net-SNMP suite?
Have you compiled it from source, or installed a pre-compiled binary
distribution?

In either case, you ought to have a binary "snmptrapd".
We don't ship a config file - it's up to you to create this yourself,
based on what processing you want to do with incoming traps.
See the 'snmptrapd.conf(5)' man page for details.
