That file is only used by the SNMP *agent* ("snmpd").
It is not relevant to the trap receiver ("snmptrapd").

The option is used to change the AgentX port to connect to.
The trap receiver will automatically try to use the default AgentX port.
But if it can't connect (because you haven't enable the master
agent to listen for AgentX connections), then snmptrapd will
fail silently. Don't worry about it.
