Dear Bart and Dave: thanks a lot. i've resolved this problem with what Bart reminded.
but there's another a question: when i use the start option as Readme.Win32 says, like this: snmpd.exe -I-udp,udpTable,tcp,tcpTable,icmp,ip,interfaces,system_mib,sysORTable it still responded: duplicate registration (mibII/snmp, C:\WINDOWS\System32\snmpmib.dll)handler registration failed. i tried using snmpd -Dmib_init to find which module i should get rid of, but nothing found correspond to the mibII/snmp handler registration does it matter? or which handler i should ignore? anyway, i can get the system information i needed now, such as HOST-RESOURCES-MIB::hrProcessorLoad. great work, thanks again!
