If that's true, then complain to the vendor.
Because this is broken behaviour.

If you issue GETNEXT on .1.3.6.1.4.1
then you should receive something *after* this OID,
or else a 'noSuchName' error.
   You should not be getting information for an OID
that comes before what you asked for.
