To paraphrase this, and Suresh's original message, are you saying that sending a SIGHUP signal to re-read the .conf file is no longer supported for SNMPv3 users definitions? "No longer" meaning version 5.7.1.

The 'net-snmp-config' approach is manipulating files directly, and hence needs to be run on the server itself (with the SNMP agent stopped). snmpusm is manipulating the configuration via SNMP SET requests, so can be run from any host (with the target SNMP agent running).
