That's the location for the Ubuntu-provided agent - yes.

But if you're running a self-compiled agent,
then that does *not* look in /etc/snmp.
It typically looks in /usr/local/etc/snmp instead

Try putting your snmpd.conf file in /usr/local/etc/snmp
