Yes, ftp and http for that URL are identical. And also this is not using
the CDN - so scratch the idea that a broken cache file could be causing
it.
You could speed up downloads by using
https://cdn.netbsd.org/pub/pkgsrc/packages/NetBSD/i386/10.1/All/
as your repository URL. It is still the same files, but accessed via
the CDN, so more local caches.
