It might be "normal" in the sense of H.323. One could check it by a setup like this: PC 1 ----- NAT router 1 ---- NAT router 2 --- PC 2 where neither of the NAT routers run the H.323 modules and both do only NAT-ing/forwarding without any filtering. In this setup if the netmeeting session does not fail, then it is a bug in the modules. If the session fails, then normal behaviour of H.323/netmeeting.
