I don't really think either will do what you want ( or are even required).
What you need is your firewall altered so that you can make NM calls
receiving calls is probably unlikely) or some way to operate outside of the
firewall. If you can't get that to happen all other efforts will be wasted.
The ILS or the Site Server just provide a directory service there are many
other ways to initiate a call --even if you want to use an ils -- there are
avaialble usable servers already setup.
