http://www.vocalscape.com/ have gateways for sale and I think still a
running test site that will allow calls to local Vancouver telephones. The
real problem for most users is finding a gateway in the place they want to
call. This one is the only publicly accessible one I know of.

The problem is that there is absolutely no reason for any corporation or
individual to install a gateway and make it public. Without reasons economic
or otherwise there is unlikely to be many gateways available for general use
ever.
