Likely the college end is behind NAT router, firewall or proxy.

The usual symptoms as viewed from the college end:

1) Outgoing calls can connect- incoming calls do not
2) Audio/video often works outgoing but not incoming

If these are the symptoms there is likely nothing you can do -except have
her get a different connection ( that doesn't go through the college
network)
