The software solution is one of a couple of ways to go. As I understand it,
under heavy useage, the software answer will bog down in the processing of
multiple video conferences. While you may have more flexibilty, the trade
off may be slow response from the server.
Hardware solutions exist, RadVison has a h.323 MCU which also has a
gatekeeper. Lists for about $22500 and can have up to 15 participants with a
single unit. You can cascade units for more participants.
Accord makes a dynamite MCU, but is having problems delivering their h.323
component to the MCU, most expensive.
VideoServer has a nice system with software additions available today.
You might want to check out IPTV from Cisco. I'm not certain they have an
MCU but the IPTV solution is really slick.

Keep in mind, pricing is dependant upon your local dealer or reseller. I
would expect at least 30% discount off list price...
