In my experience that usually happens when the other person a) doesn't
accept your call (not by clicking "Ignore", but just by not clicking
anything) or b) both of you are in a call already. Two meetings cannot join
one another, so make sure you aren't in a call before calling the other
person, or make sure that they aren't in a call.
If you get that message it suggests that the other person has been found,
i.e. the address you called was correct and they were logged on. If the
address was wrong or they weren't logged on, you'd get the message "The
other party could not be found" or something like that.
Actually, another reason might be a problem with the ILS server, if you're
calling via one - if the other person has logged off the server, but that
hasn't registered with the ILS server, the server will think the other
person's still there and will try to place the call. When there's no
response NM will give you that message. I guess that's most likely to happen
if the server is extremely busy and therefore slow in registering changes.
