[NetMeeting] Video problems

Does anyone else have this problem?
I can see myself in the PIP, before and after connected.
Even after a few mins, the other person
says that I can't be seen on their monitor.
I am running a 400 mhz, with 128 RAM
and 32 MB RAM Video Card.
