This is the weirdest thing I've  heard yet! Have you tried virus software on
other partitions (if you have any)?

I am trying to get NetMeeting to work on my father's computer, and it
has been a long and puzzling experience so far.

I have used NM for years, and had it working fine on his computer.  We
chatted between Florida and New Zealand for several years using 2.11,
video, audio, all working.

He took his computer to a shop in Florida to upgrade the m/b, hd, ram
and it came back working after a couple of tries.  Then it stopped.  The
shop closed in the meantime.  I have his computer now, and haven't been
able to get NM to work.

I have gone so far as to replace much of the original system.  As it is
now, it's a PIII550, 128M RAM, PS/2 mouse and keyboard, Wacom serial
tablet, Diamond 56k v.90 modem, Pinnacle (Miro) DC10Plus video capture
card, Logitec QuickCam Traveler camera.  The camera works - I can see
myself in MS VidCap program.  I wiped the original partition and
installed a new copy of Windows 98 SE - complete bare install, no
existing (maybe corrupt) settings to inherit.

NM 2.11 installs, starts, and runs, but sees no video input devices at
all.  NM 3.01 installs, configures, and then pops up a dialog
"NetMeeting could not start.  Please restart your computer and try
again.".  Restarting the computer produces the same dialog again.
