The introduction of themeing happened before I got involved with the project so I can provide no insight into why it was introduced when it was. Like many features, the most likely reason is that whoever introduced it thought it was worth spending their time implementing. As Michael said, it is limited to providing the ability to change icon sprites. Any more themability than is already there has been actively resisted since forever. J.
