NetSurf does not use autoconf at all, nor do any of the libraries that
we wrote. 3rd party dependencies probably do use some form of
configuration system, as that's usually the way that such things are
done. 

Is there any reason why you need to integrate NetSurf into your build
system?

What OS/Windowing system are you targetting?

I hope this isn't the iconv in NetSurf's SVN repository -- that is for
RISC OS only.
