FWIW, it doesn't happen here with release 10649 and RISC OS 5.16. From 
the little I understand these things:

  1) 10650 mentions "noisy logging"; is this the cause of the 
     disc activity?
     
  2) The releases after 10651 don't look as if they're relevant 
     to RISC OS.
     
As I want to be kind to my hard drive, I haven't dared go beyond 
10649. Sorry, developers!
