Huh? The configure script is included in the release tarball. You *don't* need to even have autoconf installed to build the library. That's half of the point of using autoconf at all. Requirement on autoconf only matters for those who want to modify configure.ac, or build from a git repo. (And also, please don't use the term "autotools" if you want to say anything specific; autotools is a very loose term refering to a couple of very different tools each with their own particular quirks).
