Yes, and this is an existing bug (the bug is in i_dls_ether_header() in
Nevada). I'd rather have a bug filed and fixed separately as my testing
matrix is already quite large. I've filed:
6434130 i_dls_ether_header() doesn't generate VLAN header when priority is
non-zero
