Can you explain in 3-4 sententeces (or more if you like) what this programmatic dependency is ? and what is meant by "can't allow to be changed" (why it can't") ? Is there a chance of submitting some beta version of packet filtering hooks for review? It seems (at least to me) that these dependencies issues should not hinder you from this , as long as a basic operation of hooks is provided.
