I guess this special preference may not be needed for a
laptop.  For example, when a laptop is detached, the
only possible up interface is the wireless interface.
So it will be picked anyway.  I suspect that in the most
common use case of a laptop, only one interface is up.
Thus I think we don't need to have special preference.
