Hmm, it has history for me... There's a "History" link at the top of
each page when browsing individual files.
In addition to that, the ON community has flag-days and heads-up
messages as well as project integration history on the community page:

Overall change logs for each build are on the same download page as the
builds themselves:
http://dlc.sun.com/osol/on/downloads/current/
Would pulling the ON mercurial repository help?
