You answer your question below.

The stability of the GLDv3 driver API is the same now as it was in 2006, 
Consolidation Private in the ON consolidation.  You can develop your 
driver in the ON consolidation, in the same build framework as other ON 
drivers, to take advantage of these Consolidation Private APIs.

The importance of making these interfaces Public is undisputed.  What has 
stood in the way for the past few years has been lack of resources (i.e., 
someone who has the time to do the work), and looming incompatible 
changes.  For the latter, I believe there was talk that Crossbow was 
making incompatible changes to the API, which would mean that they can't 
be publicized until Crossbow delivers.  Note that I'm not a member of the 
Crossbow team, so it's possible that my understanding of the changes 
being made are inaccurate (if so, please correct my understanding.)
