Actually, the cause of the bug is mishandling of raw Ethernet packets by
the bcme driver, and this bug was uncovered by the introduction of the
Clearview UV project (not Brussels).  The bug wasn't introduced by
Clearview.  This isn't technically a regression since you couldn't
create vlans using dladm with bcme before anyway (you actually couldn't
create VLANs at all on bcme).

The real problem is that being able to create VLANs over any interface
was one of the goals of the Clearview UV putback, and so people should
expect this to work after build 83.  Unfortunately, as we're seeing
here, the feature is somewhat subject to quirky bugs in underlying
drivers such as this one.
