"Related" here would mean that it in some way works with Quagga to
make a coherent default router HA solution.

This could mean that either it's implemented as one of the Quagga
daemons, or that there'll be some way to configure it so that it works
together with those daemons.  (In particular, I believe you'll need to
have a way to make the VRRP daemon share fate with the routing
process, so that if the routing process should fail, you're not stuck
holding onto the Virtual IP address when you can't properly forward.)

Possibly.  That's a design and implementation matter for the project
team.  I'm more interested in whether this project is proposing to
build a VRRP daemon that just stands alone and has no connection to
routing (and thus possibly is not usable in that context), or one that
should work together with the existing routing daemons.

Perhaps the answer is just "we don't know yet."
