Yes, I think tcp_host_param works as long as one knows how to
do it properly :-) I don't know when it was integrated and
I'm not too sure about its original design goal. My guess is
that it was designed for RFC 1323. I remember getting questions
about it from customers many many years ago. If my guess of
the design goal is correct, I think the way to do it nowadays
is to do auto-tuning.
BTW, I think we have not received any question about it for
many many years.
