So, given that we don't quite understand the design goal,
and whether it is actively being used, but do know that
it has some serious flaws,  how do we determine if we 
should retain it, or discard it? 

I was under the impression that this had a long history
of problems and could be safely discarded as we tried to 
clean up the tcp/ip administrative interfaces.
