I don't see any ON references to this outside of the ip module in
cscope.

The PSARC materials for 2001/289 don't contain any references to it;
only some speculative remark in the one-pager about how DHCP client IDs
could be derived.  I don't believe that it is used for any such purpose,
especially since the DHCP client doesn't use DLPI any more (and you'd
see the references to it in cscope...).
