Brian is on the right track.  Your problem is that ipkg brand zones 
(opensolaris) have some differences from zones in SXCE - a big one being that 
there is currently no support (AFAIK) for inheriting directories.  When a zone 
is created, the required packages are installed from the repo, and to keep the 
install fast and disk usage small, that set of packages is minimal.

You problem is that SUNWroute is not included in the default set of packages.  
You need to use the -e option when you create the zone to install it:  zoneadm 
-z your_zone install -e SUNWroute .   I've often found myself doing pkg search 
<foo> (in the global zone) for commands when I find things are missing in the 
ipkg zones that I need, then adding those packages.
