The networking subsystem has no control over this, and it's not related to MAC addresses. Instead, this is an issue with the way device enumeration and the 'devfs' subsystem operates. (For what it's worth, the same thing will happen with disk drives and other physical device drivers.) I don't know of a good way to control this.
