The networking subsystem has no control over this, and it's not
related to MAC addresses.
Instead, this is an issue with the way device enumeration and the
'devfs' subsystem operates. (For what it's worth, the same thing will
happen with disk drives and other physical device drivers.)
I suspect that the answer is to clean out /etc/path_to_inst and
also /etc/dladm/datalink.conf. But I don't know if there is a
supported interface to do that, meaining if you went and did
something that relied on those files, we could change their
use or contents without warning.
