The /dev/net permissions come from devnet_create_rvp() in sdev_netops.c;
they have nothing to do with the iptun driver.
Hmm, so we have some irrelevant minor_perm entries. The aggr, vnic, and
simnet entries likely do nothing.
It seems so. The aggr entry was the left over for support the legacy
/dev entries.
