Is your link partner a switch or a NIC on another system? Could you
please let us know the configuration of the link partner?

Now I know that my ethernet controller is capable of gigabit speeds.  The fact 
that it is currently set to 100Mb I believe is the reason why my network is 
going slow.  When its wired up I get speeds of a bit less than 100/12 MB/sec.

Unfortunately I can't seem to set this to be at full 1000Mb/sec.  Im not sure 
this driver is even capable of it, so does anyone have any fixes to this 
problem?
