This is the following bug:

6776009 nwam doesn't bring up pseudo data-links at boot time
http://bugs.opensolaris.org/view_bug.do?bug_id=6776009

It's being addressed by the NWAM Phase 1 project, so there will be
relief soon.  As workaround, until this gets fixed, you can create an
SMF service that does the "dladm up-vnic" or any similar boot-time
script that brings up your VNICs before your zones boot.
