That's administrative state. It means that the administrator has marked the logical interface (the IP address itself) as "up," and therefore available for use. You can control that flag (IFF_UP) with the ifconfig "up" and "down" keywords. It does not mean that the link is up. The link's physical state is reflected in the IFF_RUNNING (ifconfig "RUNNING") flags.
