There used to be a control in file /etc/NetworkManager/nm-system-settings that could be used to enable NM to manage interfaces configured in "/etc/network/interfaces":
---------------- (...) [ifupdown] managed=false (...) --------------- Changing this line to "true" and restarting NM use to activate managing of those interfaces.
