Hi.  You should be able to click on the KDE menu, and select
logout (Gnome also).  That should take you back to the command
line, or the graphical login.  From the graphical login, the 
button on the right allows you to select shutdown, restart, etc.
>From the command line, the easiest way to shutdown/restart is
the ctrl-alt-delete key sequence.

I believe that I've read that to escape X (including KDE) you have to do a
"CTL+ALT+BACKSPACE." That should shut down x and then you can either shut
down
from the command line or ctl+alt+del to reboot.
