Because many of us don't want to wait twice as long for a group of
messages to download just because lots of them are HTML.

I might add: Why use html when the contents is only text and uses none
of the other features that exist which make html the standard for Web
pages? Why set us all up for a download that is twice as long as need be
for messages that actually don't need any html features at all?
