I'm currently running Red Hat here, and have a line in my
inetd.conf: 
#ftp    stream  tcp     nowait  root    /usr/sbin/tcpd  in.ftpd -l -a 

If you have a similar line, uncomment it (remove the #) and
restart your system (maybe just killall -HUP inetd???) and
see if that fixes the problem.
