In the KDE Control center, under sound i believe.
There is the option to start arts on startup.
Other than that I am out of help. I have a SBLive

Dear Brian,

Thank you for your help. I have not been able to get my arts driver to start 
up. I did change the output plugin to arts in xmms. What can I do to make 
sure the arts driver starts? Thanks for the help.
