OK, modem is now working again. Thanks for everyone that made suggestions. What finally worked was forcing the rpm, removing it, and installing it again. Then, only root had access. Went into the fax.conf file, altered the device=modem to dev=ttySHCF0, and altered the line for the lock file to a directory that users could access. Now it works like a charm... :)
And by the way, it's an Rockwell HFC modem... :)
