It may help to disable network hotplugging. Hotplugging will attempt to up/down the interface depending on whether it sees "keep alive" polls.
To disable hotplugging edit /etc/ifplugd/ifplugd.conf and remove the interface from the INTERFACES= line. Then service network restart Also if you do modinfo sis900 you will see a list of module options. It looks as if the sis900 driver does not have an option to select 10Mbps or half duplex.
