And I'm to assume you've tried:

hdparm -X68 -c3 -m16 -d1 -A1 -W1 /dev/hda

??

Also, you can (stress CAN) force params at kernel boot by appending to
your lilo.conf as the following:

append="quiet devfs=mount idebus=66 ide0=ata66 ide1=ata66"

(tailor it to  your system, then re-run lilo)

Try that - and reboot - watch what dmesg says and then try your params
again with hdparm
