In Konqueror "Settings", or you can access from the Configuration menu by clicking the button on the bottom left of the taskbar (panel) under the heading of Configuration>KDE>Web Browsing>Java and JavaScript. The JavaScript function on web popups policy can be set to "Smart" and you'll get the popups you request by clicking a link, but automatic popups will usually be disallowed by the browser. Or you can use the Deny setting to block all, which is the default in Mozilla You must then specify sites allowed to display through popups. If you work from the desktop menu the configuration options are under the JavaScript tab.
