Type 'man mount' in a terminal and you will see listings of all the options 
for all file system types.

codepage=value
              Sets the codepage for converting to shortname characters on  FAT
              and VFAT filesystems. By default, codepage 437 is used.

To be honest I do not know why codepage is set to 850. It is just what 
Mandrake sets it to by default. The important option from your point of view 
is umask=0  That will allow all users to read/writeto your vfat partition. 
The 'quiet' option stops you getting messages from konqueror complaining that 
vfat does not have any permission bits to set.
